Questions about reference projects

There are 5 items in a solution, a, b, c, d, e, of which a needs to refer to the other 4 items, but after the reference is found, b does not appear in the list under the reference. What is going on? Please enlighten me.

Right-click to add a reference and select the "Project" tab in the dialog box.
