Download JDK, not JRE, install
Set JAVA_HOME=xxxxxx
Set PATH=.;%JAVA_HOME%/bin

Set JAVA_HOME=xxxxxx
Set PATH=.;%JAVA_HOME%/bin

Copy tools.jar and dt.jar files from jdk to Tomcat\common\lib and solve.
