Post site prompt "Access is denied" ?!

Compiling\generated the website without any problems, when publishing the website, an error occurred:
Error 1 Access to the path "C:\Documents and Settings\Tom\Local Settings\Temp\~ 75ec\bin\App_global.asax.compiled" is denied.

I don't know why, how to solve it ?! Urgent !!!

Please change a folder, such as c:\WebPub,
Tom is a personal folder, caused by improper permissions

Permission problem of the folder. Change the access permissions of the folder.
