Why is the icon file always displayed in 32x32 format?

I use VS to make icon files. I set the image type to 16x16 16 colors. But why is the icon file always displayed in the program in 32x32 format?

If you use ImageList to put pictures, the default picture size of ImageSize is 32 × 32

Instead of placing icons with ImageList, use them directly on the toolbar.

And when the icon is previewed, I only see the image displayed in 32x32.
