Dialog plus ToolTips problem

I added a toolbar to the dialog box in accordance with the online method. When testing locally, the tooltip can be displayed when both modal and non-modal are normal. I then added it to a dll to create and display it through an exported dll class. If the dialog box is non-modal, the tooltip can be displayed, and the modal can't display the tooltips on the toolbar. Who knows how to solve it? I'm confused.
