I know to use:
    Winexec('Net Stop MSSQLSERVER', SW_HIDE);
    Winexec('Net Start MSSQLSERVER', SW_HIDE);
But sometimes it can't succeed. Have you directly called the service function, like in C#, you can directly use the service class function
